Bank District Priority

Projects are eligible for points in this category if:

In-District Project: 

100% of the units located in FHLB Des Moines district:

5 points will be awarded for projects with 100% of the units located in Alaska, Idaho, Iowa, Minnesota, Missouri, South Dakota or Washington.

7 points will be awarded for projects with 100% of the units located in Montana, Oregon, North Dakota or Utah

12 points will be awarded for projects with 100% of the units located in Hawaii, Wyoming, American Samoa, Guam or the Northern Mariana Islands

Native Housing

To be eligible for points under Native Housing, a project must meet one of the following requirements:

  • Located in Hawaiian Home Lands housing area
  • Owner is a Tribal Government, an agency for a Tribal Government, a Tribal Designated Housing Entity for the purpose of the Native American Housing Assistance and Self Determination Act (NAHASDA) or an entity incorporated under tribal law
  • The amount of tribal funding, included in the sources of funds, must be:
    • For Rental Projects, an amount equal to or greater than the lesser of 5% of the project's total development costs or $100,000
    • For Homeownership Projects, at least $5,000 per unit of housing
New Construction
  • Rental Project: 24 rental units or less
  • Homeownership Project: single-family, owner-occupied units
AHP Subsidy Per Unit:

The extent to which a project proposes to use the least amount of AHP subsidy per AHP-targeted unit. The project with the lowest subsidy per unit requested will receive five points. The project with the highest subsidy per unit requested will receive zero points. Projects in between will receive points on a sliding scale from 0-5 points.

Points available (variable): up to 23 points:

In-District 5 - 12 points
Native Housing 13 points
Rental New Construction (24 units or less) 10 points
Homeownership New Construction 12 points
AHP Subsidy Per Unit (Calculated once the AHP round closes)

0-5 point

  • 5 points - the project with the lowest subsidy per unit
  • 0 points - the project with the highest subsidy per unit
  • Projects in between will receive points on a sliding scale from 0 to 5 points
Total from the categories above

Required documentation:

  • Narrative describing how project meets Native Housing requirements
  • Documentation confirming tribal connection, or
  • Commitment of Tribal funding amount and source (if applicable)

Helpful hints:

  • Projects not located in the FHLB Des Moines district can still apply; however, they won’t receive in-district points for this category
