Online Application Access
The Member Impact Fund application is accessed through eAdvantage, FHLB Des Moines’ secure, online member site. eAdvantage requires members to have a user ID and password.
Only members (not grantees) may apply for the Member Impact Fund.
eAdvantage Administrators
Each member has a designated “Administrator” who is responsible for adding and deleting users for their member institution and can also manage and change user access permissions as needed.

To complete a Member Impact Fund Application, users must be assigned the “Community Investment: Voluntary Program/Member Impact Fund” user role access.
Assigning a New Role to Current eAdvantage Users
eAdvantage Administrators can access administration functions by clicking the “Admin” menu in the eAdvantage naviation bar.
- Click ‘Edit User’ to modify a user’s access rights
- Select ‘Community Investment: Voluntary Program/Member Impact Fund Access’
- Click ‘Submit’ button. After you click the submit, a pop-up message indicates that the changes need to be verified by a second administrator
Setting up a New User in eAdvantage
To set up a new user in eAdvantage, follow the steps outlined in the ‘User Administration’ section of the ‘Guide to eAdvantage’ located on the home screen of eAdvantage.
- Input information into all the required fields
- Ensure the following boxes are selected:
User Type: eAdvantage
Community Investment: Voluntary Program / Member Impact Fund Access
- Click ‘Submit’
- The new user account will appear in red showing there are pending changes. A pop-up message indicates that the changes need to be verified by a second administrator.
