The Western Office* disbursement process is described in the Western Office 2015 AHP Implementation Plan (PDF). To receive disbursement of AHP subsidy, the sponsor and member must execute an AHP Program Agreement, review member and sponsor instructions with Community Investment Department staff, and complete an AHP Subsidy Disbursement Request and required attachments. *Western Office housing programs were offered through December 31, 2015 to members in American Samoa, Alaska, Guam, Hawaii, Idaho, Montana, Northern Mariana Islands, Oregon, Utah, Washington and Wyoming.

Sample retention agreements are provided for your convenience, FHLB Des Moines does not guarantee its effectiveness as a legally enforceable retention agreement, nor does its use relieve the member of its obligation under the Regulations to ensure that the project is subject to a legally enforceable retention agreement. Members are encouraged to consult legal counsel to ensure that the project is subject to a legally enforceable retention agreement.
In 2016 a Deed Restriction form for owner-occupied units and an Agreement for Covenants and Restrictions for rental units replaced state specific Retention Agreements in use by the Western Office. Member will be responsible for servicing the agreements (in the Deed Restriction, the member will be identified as "Lender"), including forgiveness, recapture, subordination and release. Forms will be available for fee simple land and for use on Native American tribal lands and Hawaiian Homelands subject to lease. Members may make changes to the sample forms if needed to meet requirements in their state. Changes must be reviewed and approved by FHLB Des Moines Legal Department before they can be deployed.
