AHP Online Project Administration


Members and sponsors receiving an AHP awards from the Headquarters office* in 2015 and after, and the merged Headquarters and Western office* in 2016 and after, will use AHP Online (Opens in New Window) to submit disbursement requests, semi-annual progress reports, modifications or extensions. Instructions and Exhibits to support disbursement and project administration are provided below. Scroll down the page to find additional resources for rental and for homeownership projects. Members and sponsors receiving an AHP award from the Headquarters office* in 2014 and prior years, and members and sponsors receiving an AHP award from the Western Office* in 2015 and prior years, should refer to the following website locations for Instructions and Exhibits to support disbursement and monitoring:

*Headquarters Office included the states of Iowa, Minnesota, Missouri, North Dakota, and South Dakota. Western Office included the states and territories of American Samoa, Alaska, Guam, Hawaii, Idaho, Montana, Northern Mariana Islands, Oregon, Utah, Washington and Wyoming.

The AHP Implementation Plan includes the feasibility and scoring requirements for the AHP grants program. In addition, it includes information on the Bank's requirements for disbursement and project administration. Sponsors should refer to the Plan associated with the year they made application.

Retention Agreements (Deed Restriction)

A legally enforceable deed restriction with a term of fifteen years must be executed. The forms provided below are for use on fee simple land and on tribal trust land.

Household Income Guidelines, Workbook, and Income and Purchase Price Limits

An Income Calculation Workbook must be completed for each assisted household. If applicable, a Certificate of Zero Income is provided for adult members of a household with no income. Refer to the AHP/DP Income Calculation Guidelines for help in determining qualifying income sources for a household. When determining income eligibility and purchase price limits for residences refer to the applicable limits in the AHP Implementation Plan, and as posted on our website (see link below).

A Feasibility Workbook must be completed for each assisted unit in a project.

Retention Agreements (Deed Restriction)

A legally enforceable Retention Agreement in the amount of the AHP subsidy used to assist each assisted owner-occupied unit is required. The retention period is five years. During that 5-year term a portion of the subsidy may be subject to recapture by the FHLB Des Moines if the assisted unit is sold or refinanced. The forms provided below are for use on fee simple land and on tribal trust land. Additional forms are available on request for mobile homes or for use with land trusts. The member or the project sponsor as their designee will be responsible for servicing the Deed Restriction and should be named as Lender.

Recapture or Subordination

To release a lien once the retention period has ended, or to determine the amount of repayment during the 5-year retention period, a title company should work with the Lender named on the Deed Restriction, or the Beneficiary on a Deed of Trust (a retention form not currently in use). For forms which show a Beneficiary instead of a Lender, please work with our Community Investment Department by sending a copy of the recorded Agreement to communityinvestment@fhlbdm.com.

The Federal Home Loan Bank of Des Moines has temporarily suspended the requirement for repayment of AHP subsidy awards for owner-occupied units currently being sold of refinanced.  Owner-occupied units being sold or refinanced during the period of suspension will not be required to repay the subsidy award, and the lien may be released. Please see the Announcement below for more details, or call the Community Investment Department at 800.544.3452, ext. 1173 for information.

During the period of repayment suspension the Retention Agreements for owner-occupied units that are NOT being sold or refinanced should remain in place and may NOT be released, except that a Retention Agreement may be released in the event of the death of the borrower(s).
