Collateral Pledging Toolkit
FHLB
Des Moines uses online loan
collateral pledging
and releasing.
Hard
copy or emailed pledge
and release forms will not be
accepted and processed. All
collateral must be pledged online
via eAdvantage using web-based
Borrowing Base Certificates (BBC),
loan listing files and/or securities
pledge and release forms.
Tools available on this page provide
further support for members pledging
and releasing all collateral to FHLB
Des Moines.

Creating an eAdvantage User
To utilize online collateral
pledging, an eAdvantage User must be
created.
Members decide who will have access
to their private, "members-only"
website. FHLB Des Moines recommends
that you have at least two people
identified for each of the three
eAdvantage collateral pledging user
groups. While you may authorize the
same individuals to be BBC, Loan
Listing and Securities Users,
separate eAdvantage set-up as a
BBC,
Loan Listing and
Securities User is necessary. It
will be their responsibility to
electronically submit your quarterly
BBC forms, monthly Loan Listing
files and/or Securities Pledge and
Release forms.
These users will be the only
individuals in your institution able
to pledge collateral, as all
Collateral Pledge and Release forms
will no longer be available for
download on the Bank’s website after
implementation in October 31, 2011.
eAdvantage users will also serve as
a liaison between your financial
institution and FHLB Des Moines in
matters relating to online
collateral pledging and releasing. A
correct and current email address is
required for each eAdvantage user,
to help ensure collateral pledging
relating communications reach those
who pledge or release collateral
online.

Navigating the BBC Forms
How to Submit a File
FHLB Des Moines has created online
BBC forms that are very similar to
those that are currently downloaded
and faxed in quarterly. The main
difference is that forms will now be
accessed and submitted
electronically.
A step-by-step
guide to completing your BBC
forms provides you instructions on
logging into eAdvantage, selecting
the correct form, certifying the
data and submitting it to the FHLB
Des Moines Collateral Department. A
webinar walking you through
completing and submitting online BBC
forms is now available.
Types of Forms Available
The links below show the BBC forms
available for online loan listing.
The first page in each document is
the form you will see if you
complete the form without an
internal list, and the second page
provides an example form when you
elect to complete an internal list
containing your pledge detail.

Electronic Notes Updated

Definition of a
qualifying electronic note
Electronic notes are loans with
promissory notes created
electronically, executed
electronically, transferred
electronically and stored
electronically.
Electronic notes meeting all
other FHLB Des Moines collateral
category eligibility guidelines
can be pledged as collateral to
FHLB Des Moines if:
The following do not
qualify as electronic notes and
will not be accepted as FHLB Des
Moines collateral:
UETA and the ESIGN Act together
provide the legal framework for
validating electronic records,
signatures and contracts. Please
retain evidence documenting
compliance with UETA and the
ESIGN Act provisions relating to
consent, control and
transferability for pledged
electronic notes. FHLB Des
Moines field staff will review
this information during Member
Collateral Verifications.
When to Submit an Online BBC
Form
BBC forms are considered current
when submitted to the Bank
within 45 days of each quarter
end. The due dates are as
follows:

These loan
collateral classes have moved to
monthly loan listing pledging to
allow more frequent reporting of
loan balances and other
information used to manage these
collateral classes.
Loan Listing files are generally
considered current when
submitted to the Bank within 15
days of each month-end. Loan
Listing files may be required
more frequently for certain
collateral classes and pledging
arrangements. Members pledging
collateral on a Loan Listing
file are no longer be subject to
Loan Pledging fees. Custodial
Fees for delivered loans will
still be assessed and passed
through where applicable.
Loan Listing File Formats
The Bank has three loan listing
file formats: General, Expanded
and Government.

General File Format
The General File Format is
to be used by members who
have signed a Blanket
Advance, Pledges and
Security Agreement (APSA)
and are pledging the above
listed loan categories
(excluding student loans).

Expanded File Format
The Expanded File Format is
to be used by members who
have signed a Blanket APSA
and have a maximum Total
Credit Exposure to Total
Assets ratio of 20 percent
or less and pledge all loan
categories listed above
(excluding student loans).

Government File Format
The
Government File Format is to
be used by members who have
signed a Blanket APSA
pledging USDA and FSA
guaranteed loans. This
format should be used
only if the
guarantee certificate is
held by FHLB Des Moines.

pledge and release securities
collateral securing advances
online, using forms
available through eAdvantage.
Hard copy and faxed forms will

Collateral Procedures for 2011
Subsidiary Collateral
Pledging
Assets held by a member’s
subsidiary (i.e. Real Estate
Investment Trust) that are
eligible as collateral have been
permitted for use provided the
member, their subsidiary and
FHLB Des Monies have signed the
proper pledge agreement.
Collateral pledged by
subsidiaries will be reported
separately on the same online
BBC form used by the member.

for a member. Members who list
their loan assets will continue
to include loans pledged by
subsidiaries in the file the
member submits to FHLB Des
Moines.
Affiliate Agreements
Assets held by an affiliate of
the member that are eligible as
collateral may be used to secure
credit to that member as long
as there is an executed Affiliate
Agreement signed by all three
parties. Collateral pledged by
an affiliate institution will be
included in the member's loan
list file submitted by the
member’s eAdvantage Loan Listing
User. The Bank’s listing file
format specifications are found
in the
Loan Listing section above.
Commercial Real Estate First
Mortgages Pledged Collateral
Reporting
Members pledging commercial real
estate need to report this
collateral as one of the
following:

Owner Occupied
-
Non-Owner Occupied
There are
separate BBC forms for owner
occupied commercial real
estate loans and non-owner
occupied commercial real
estate pledged. Members
pledging via a Loan Listing
file will need to report
commercial real estate in
the same groups as BBC form pledgors.
