Mountain Appointed to FHLB Des
Moines Advisory Council
(Des Moines, Iowa) – Tonya White
Mountain, loan packager for Standing
Rock Housing Authority in Fort
Yates, North Dakota, was recently
appointed to serve on the Federal
Home Loan Bank of Des Moines’
Affordable Housing Advisory Council
(AHAC). Her three-year term began
January 1, 2007.
Ms. White Mountain has over 15 years
of experience at the Standing Rock
Housing Authority. She provides
personal assistance to families
seeking loans to purchase or build a
home or repair one they already own.
In her current position, she
packages home loans and grant
applications for USDA Rural
Development programs, the HUD 184
Loan Guarantee program and VA Direct
Home Loans for Native Americans. Ms.
White Mountain has received
certified training in many areas
that has enabled her to instruct and
counsel members of her tribe and the
community and help them make
informed decisions about purchasing
a home.
Ms. White Mountain lives in South
Dakota and is actively involved in
her community. She is currently an
advisory board member of the Good
News Assembly of God and is involved
in activities which reach out to
teens and middle school children in
the community. For more than six
years, Ms. White Mountain has served
as a board member of CommunityWorks
North Dakota and, in the past,
volunteered at the Rainbow Project
Boys and Girls Club assisting with
outreach to local youth.
The AHAC advises the FHLB on housing
and economic development programs
and needs. Advisory council members
are a diverse group of people from
across the FHLB’s five-state
district of Iowa, Minnesota,
Missouri, North Dakota and South
Dakota and typically have an
extensive housing and economic
development background.
Dan Buck, chief executive officer of
St. Patrick Center in St. Louis,
Missouri; Francisco Hernandez,
marketing specialist at Iowa Finance
Authority in Des Moines, Iowa; and
Randy Railsback, executive director
of Green Hills RPC in Trenton,
Missouri were appointed to their
first terms on the AHAC. Paul
Rechlin, executive director of
CommunityWorks North Dakota in
Bismarck was re-appointed to another
three-year term on the Bank’s
advisory council.
