Dan Buck
Appointed to FHLB Des Moines
Advisory Council
(Des Moines, Iowa) – Dan Buck, chief
executive officer of St. Patrick
Center (SPC) in St. Louis, Missouri,
was recently appointed to serve on
the Federal Home Loan Bank of Des
Moines’ Affordable Housing Advisory
Council (AHAC). His three-year term
began January 1, 2007.
Mr. Buck has served as CEO of St.
Patrick Center, a faith-based
nonprofit community organization
aimed at building permanent,
positive changes in the lives of the
homeless, for more than three years.
Under his leadership, SPC and
partner agencies help over 9,000
homeless individuals each year with
services, including permanent
housing, home ownership, rental
assistance, mental health services,
employment and job training.
Mr. Buck is also involved in the
development and implementation of
the “City of St. Louis 10-Year Plan
to End Chronic Homelessness.” And,
he has spearheaded a partnership
between SPC and the Department of
Commerce to develop a Small Business
Incubator and Trades Training
Program which will enable low-income
individuals to receive better paying
jobs, eventually leading them to
self-sufficiency and home ownership.
The AHAC advises the FHLB on housing
and economic development programs
and needs. Advisory council members
are a diverse group of people from
across the FHLB’s five-state
district of Iowa, Minnesota,
Missouri, North Dakota and South
Dakota and typically have an
extensive housing and economic
development background.

Authority in Des Moines, Iowa; Randy
Railsback, executive director of
Green Hills RPC in Trenton,
Missouri; and Tonya White Mountain,
loan packager for Standing Rock
Housing Authority in Fort Yates,
North Dakota were appointed to their
first terms on the AHAC. Paul
Rechlin, executive director of
CommunityWorks North Dakota in
Bismarck was re-appointed to another
three-year term on the Bank’s
advisory council.

The Federal Home Loan Bank of Des
Moines is a wholesale cooperative
bank that provides low-cost short
and long-term funding and community
lending to more than 1,200 members,
including commercial banks, saving
institutions, credit unions and
