Community Investment Advance
(CIA)
applications are accepted all year,
subject to the availability of
funds. Additional information or
assistance in completing the forms
is available by calling the
Community Investment Department
at 800.544.3452, ext. 1173.
The Community Investment Advance
application can be completed in two
ways.
- Download the application and
save it in Word. Complete the
form on your computer by tabbing
through the document and
completing the appropriate
fields, or;
- Download the application,
print it and complete by hand.
You must fax the completed
application to FHLB Des Moines
at 515.699.1270. The application
must be signed by authorized persons
from the member institution.

The Community Investment Advance
Application form may be used for Residential Loans and
Commercial
Loans, and for
Disaster Loans. The
Rural Capital Advance Application
may be used for
Rural Capital
Advance applications. You may
utilize the Project Description box
on the Community Investment Advance
Application forms to describe your
loans, or one of the Loan
Documentation Spreadsheets provided.
Please provide:
- date the loan was closed
- amount of the loan
- project address (please
provide the street address,
city, state, and county)
- project description (for
example, residential, rental, or
commercial).
We encourage members who will
take an advance on more than one
loan to use the Loan
Documentation Spreadsheets
provided. Please provide all of
the requested information. Use
of alternative documentation,
incomplete information, and lack
of a complete borrower address
may delay the processing of the
application.
The spreadsheet, "Targeted Income
Area," can be used for all
types of
qualifying loans.
The spreadsheet, "Qualified By
Income," can be used for
Residential Loans. The
spreadsheet, "Small Business
Lending," can be used for
Commercial
Loans and
Rural Capital Advances.
To assist FHLB
Des Moines in monitoring
and reporting on CIA advances,
we ask that members complete a
separate application for each
advance. Your CIA advance
request will typically take 24
hours to process, but it may be
delayed if there is more than
one advance from the same
application.
Monitoring of CIA advances
typically takes place once,
either at the time of
application (if a member used
closed loans) or after 12 months
(if using loans to be closed).
The loan information
described above is used to
monitor the advances.
Be advised that an approved
application is not a reservation
of funds. Applications are
funded on a “first-come,
first-served basis”, based on an
actual request for an advance.
Once
applied for, members are
encouraged to promptly take
their funds.
