Bank System

Authorized by Congress in 1932, the Home Loan Bank System is comprised of 12 regional, independent Banks and the Office of Finance, the System's centralized debt issuance facility. There are over 8,000 commercial bank, thrift, insurance company and credit union members in the 12 Home Loan Banks.

The Home Loan Banks are regulated by the Federal Housing Finance Board. Their mission is to ensure the safety and soundness of the Federal Home Loan Banks, their access to the capital markets, and the accomplishment of the Bank's congressionally defined housing finance mission.

The FHLBanks issue debt to the public in the capital markets and use these funds to provide member financial institutions with a reliable source of credit for housing and community development through the Office of Finance, its fiscal agent.
