Authorized by Congress in 1932, the Home Loan Bank System is comprised of 12 regional, independent Banks and the Office of Finance, the System's centralized debt issuance facility. There are over 8,000 commercial bank, thrift, insurance company and credit union members in the 12 Home Loan Banks.

The Federal Home Loan Banks are regulated by the Federal Housing Finance Agency (FHFA) which was created on July 30, 2008 when President Bush signed into law the Housing and Economic Recovery Act of 2008. The Act created a world-class, empowered regulator with all of the authorities necessary to oversee vital components of our country’s secondary mortgage markets – Fannie Mae, Freddie Mac, and the Federal Home Loan Banks.

The FHFA mission is to promote a stable and liquid mortgage market, affordable housing and community investment through safety and soundness oversight of Fannie Mae, Freddie Mac and the Federal Home Loan Banks.
