Native American Homeownership Initiative

In 2017, FHLB Des Moines members have the opportunity to reserve up to $140,000 to promote Native American, Native Alaskan or Native Hawaiian homeownership in communities across the Bank's district. Through the Native American Homeownership Initiative (NAHI), members provide up to $15,000 per eligible household to assist with down payment, closing costs, homeownership counseling or home repairs associated with a home purchase and are reimbursed by the FHLB Des Moines after closing of the mortgage loan

Funds for the 2017 NAHI Program are no longer available.  However, small amounts may become available throughout the remainder of the year.  We encourage you to periodically check the dashboard in DP Online to determine availability and to utilize these limited opportunities.

How to Get Started

How to Initiate a Reservation of Funds

  • A user with assigned access to DP Online, logs in through eAdvantage and initiates the reservation.  Instructions are available in the Down Payment Online Manual (PDF)
  • Income Limits and Purchase Price Limits
    • Households will be subject to HUD or NAHASDA Income Limits.
    • Home purchases will be subject to the maximum purchase price limits for non-targeted areas established by each state's Housing Authority.

How to Complete a Disbursement/Reimbursement

  • A user with assigned access to DP Online, logs in through eAdvantage and completes the disbursement request.  Instructions are available in the Down Payment Online Manual (PDF)
  • Reimbursement Only
    • Grants will be disbursed on a reimbursement basis. Members must first enroll a household, providing income verification. Once a reservation is approved the member will provide the grant to the household at closing, then submit a disbursement request and receive grant funds as a reimbursement post-closing.
  • Deed Restriction
    • The Deed Restriction templateincludes a sunset clause which eliminates the need for a reconveyance should the homebuyer remain in their home for the full five years of the retention period.  In the Deed Restriction, the member should be identified as Lender, and the member will be responsible for servicing the Deed Restriction.  Members may make changes to the Deed Restriction template if needed to meet requirements in their state or territory; however, any new document will have to be reviewed and approved by the FHLB Des Moines Legal Department before it can be deployed.
