Affordable Housing Advisory
Council Welcomes Four New Members
April 2007
The Affordable Housing Advisory
Council for FHLB Des Moines advises
the Bank on housing and economic
development programs and needs.
Advisory council members are a
diverse group of people from across
the FHLB’s five-state district of
Iowa, Minnesota, Missouri, North
Dakota and South Dakota and
typically have an extensive housing
and economic development background.
Paul Rechlin, executive director of
CommunityWorks North Dakota in
Bismarck was re-appointed to another
three-year term on the advisory
council and we are very pleased to
welcome the following new members
whose three-year terms began in
January.
Randy Railsback is executive
director of Green Hills Regional
Planning Commission in Trenton,
Missouri. With more than 20 years of
experience in rural community and
economic development, Randy has
received nationwide attention for
innovative community development
practices. He has served as
executive director of the Green
Hills Regional Planning Commission
for over four years and has overseen
projects intended to foster improved
quality of life throughout
communities in an 11-county region.
Previously, Randy was executive
director of the Northwest Regional
Council of Governments in Maryville,
Missouri for more than 11 years.
Dan Buck is chief executive officer
of St. Patrick Center in St. Louis,
Missouri; Francisco Hernandez,
marketing specialist for Iowa
Finance Authority in Des Moines,
Iowa. Dan has served as CEO of St.
Patrick Center, a faith-based
nonprofit community organization
aimed at building permanent,
positive changes in the lives of the
homeless, for more than three years.
Under his leadership, St. Patrick
Center and partner agencies help
over 9,000 homeless individuals each
year with services, including
permanent housing, home ownership,
rental assistance, mental health
services, employment and job
training.
Tonya White Mountain is a loan
packager for Standing Rock Housing
Authority in Fort Yates, North
Dakota. Tonya has over 15 years of
experience at the Standing Rock
Housing Authority. She provides
personal assistance to families
seeking loans to purchase or build a
home or repair one they already own.
In her current position, she
packages home loans and grant
applications for USDA Rural
Development programs, the HUD 184
Loan Guarantee program and VA Direct
Home Loans for Native Americans.
Tonya has received certified
training in many areas that has
enabled her to instruct and counsel
members of her tribe and the
community and help them make
informed decisions about purchasing
a home.
